1. Find a proxy to use.
2. Open IE and go to tools > Internet Options > Connections > LAN Settings
3. Under Proxy Server select "use a proxy..." and then type in the proxy info.

Edit: also if he has a dynamic IP he could have just changed his IP in like 2 minutes.
